致鹿城籍境外留学生的一封信

亲爱的境外留学生们:

Dear overseas Chinese students,

      当前，电信网络新型犯罪活动猖獗、诈骗案件高发，诈骗手法不断升级更新，受害群众损失巨大。近期，一些不法分子盯上了境外华侨华人群体，设下种种圈套骗取学生的信任，诱导学生给他们转钱，据悉已经有不少留学生上当受骗，甚至有同学被骗取了百万元，令人痛心！！为了您的财产安全，请认真阅读以下内容，增强识诈防骗意识和能力。

     At present, the new types of crimes rampantly emerge in telecommunications network field. A variety of fraud cases occur frequently. Fraud tactics are constantly updated. And the victims suffer huge losses. Recently, criminals have targeted the overseas Chinese community, setting up various traps to defraud students of their trust and entice students into transferring money to them. It is reported that many overseas Chinese students have been deceived. What's worse, some students have even been defrauded of millions of yuan. How distressed it is! ! For the safety of your property, please read the following notes carefully to enhance your awareness and ability to see through the fraud means.

      1.凡接到自称中国驻外使领馆、国内公检法机关、快递公司、电信公司等，声称有重要信函、文件或包裹需要领取，要求提供个人信息以核实身份，进而以信函、文件或包裹内的物品显示当事人涉案为由，主动“协助”受害人转接国内“警局”或“检察院”的电话（实为虚拟假冒电话）的，均为诈骗电话，不要相信；

     1. In case that you receive such a call, the other party on the phone claims to be a staff member of Chinese embassy or consulate abroad, domestic public security organs, courier company, telecommunications company, etc., and tells you that you have important letters, documents or packages to collect, then requires you to provide personal information for verifying your identity. Next, the other party declares that your letter, documents, or the contents of the package are involved in a crime case. He actively proposes to "assist" you by transferring the call to the domestic "police bureau" and "procuratorial organs" (actually fake calls) to clarify your position. These are all scam calls. Please don’t trust them.

     2.切勿在电话里向陌生人透露自己的姓名、住址、家庭情况、银行账户、BRP等个人信息，如遇陌生人来电要求“不要与家人和朋友联系，以保证他们的安全”，或提出其他不合常理的要求，务必保持警惕；

     2. Do not disclose your name, address, family situation, bank account, BRP and other personal information to strangers on the phone. In case of receiving a stranger call that asks you "don't contact family and friends to ensure their safety", or puts forward other unreasonable requests, you must stay alert.

      3.接到类似电话不必惊慌，可挂断后联系中国驻当地使领馆或外交部全球领事保护与服务应急呼叫中心热线进行核实，如不幸上当受骗，要及时和中国驻全球大使馆、学校国际办工作人员以及国内近亲及时沟通联系，避免造成更大的损失！

     3. Don’t panic when you receive similar calls. After hanging up, you can contact the Chinese embassy or consulate in the local area or the Global Consular Protection and Service Emergency Call Center of the Ministry of Foreign Affairs (Hotline:12308) to do the verification. If you are unfortunately deceived, you must promptly communicate with the Chinese embassy in the local area, the staff of the international office of your university, and your close relatives in China in time to avoid greater losses.

最后，谨记一句话：遇事冷静多三思，要钱要码先核实！

Finally, please keep firmly in mind: Calm down and think twice in case of receiving these sorts of calls, please do the verification at first!
